Subject	New auto-tensioner failure?

Message	I have a rebuilt engine and installed the timing belt according to the fsm and faq here on tt.net. This is the second install I have done and the second time the belt has skipped a tooth. After it skipped, I noticed that the auto-tensioner was completely depressed. Could the tensioner be defective or could there be something else wrong?
